Public invited to comment on TSA's 'Secure Flight' system

The Transportation Security Administration (TSA) expects to issue an order in late October for U.S. airlines to give the administration June 2004 passenger name record data to test a new security screening system.

But first it is giving the public time to comment on the proposed order, by faxing those comments to (202) 395-5806 to the Office of Information and Regulatory Affairs, Office of Management and Budget, Attention: DHS-TSA Desk Officer.

Under the proposed "Secure Flight" system, the successor to the Capps II system that was withdrawn under fire from privacy advocates, TSA would compare the PNR data from domestic flights to names in the federal government's terrorist screening database.

The TSA also would try to verify passenger information using the same "commercial data aggregators" who provide services to the banking, home mortgage and credit industries, and it would look at the itinerary for "suspicious indicates" that warrant secondary screening of a traveler at the checkpoint.

"TSA appreciates the privacy risk inherent in any airline prescreening program in which passenger name record information is provided to the federal government for use in conducting the prescreening," it said in one of the Federal Register notices. "However, TSA also recognizes that the risk is necessary for ensuring the security of our air transportation system."

The TSA said the said it expects the passenger information under Secure Flight would be held for a "relatively limited amount of time" after completion of a passenger's itinerary. The TSA also said it believes it has taken the necessary steps to reduce the risk to privacy, to the extent possible given its mission.

"TSA's prescreening efforts will be as narrow as reasonable to accommodate privacy concerns, including access to redress mechanisms, but as robust as necessary to accomplish its security mission," the TSA said.

As of Aug 30, 2004, companies who join the SkyBonus program will receive a randomly assigned SkyBonus account number.
